
Pokémon games normally have the same shiny odds, some shinies are harder to get than others. This might be the reason as most encounters are shiny-locked, or it could be due to the rarity of the Pokémon.
Interestingly, Pokémon games have various ways to boost the odds of running into a shiny. Gadinsider has compiled a list of some of the rarest Pokémon to find as shiny Pokémon and a brief information that's why they are hard to locate.
Pikachus with hats from Pokémon GO
Pikachu, one of the most popular events Pokémon in Pokémon GO, have countless versions that have been integrated for particular events that wear different costumes or hats. These may be the hats of different Pokémon protagonists or from various regions in the games, or they might be a way to promote something, like Detective Pikachu.
Pokémon in Generation 1 games
There weren't any shiny Pokémon during Generation 1 of Pokémon GO. Shiny Pokémon didn't start until Generation 2, and during that time, the developers called them "rare Pokémon ."
During Generation 1, Pokémon would be shiny if they had perfect IVs, which isn't an easy feat at all. Since Individual Values(IV) training wasn't a thing back then, it wasn't like players could train their Pokémon so that they would be perfect, they were required to search them with perfect IVs.
Shiny Team Mystic Lapras
Earlier in April 2023, players were able to complete the quest "A Mystic Hero," which saw Blanche, from Team Mystic, asking players for help. Upon completing the quest, players got to catch her signature Lapras wearing a Team Mystic Costume.

However, they could only complete the quest once per account, and they only had a singular encounter with the Lapras, so shiny hunting was nearly impossible for players.
Shiny Manaphy
To get a shiny Manaphy, players will be required to work hard. This Pokémon, while offered in Pokémon Legends: Arceus, is pretty rare overall. Players could only receive Manaphy in one particular way.
To get a Shiny Manaphy, players are required to own Pokémon Diamond & Pearl or Pokémon Platinum. After getting these games, they would need a Pokémon Ranger game that hadn't already been utilised to get Manaphy.
Shiny Spinda
Spinda is a Normal-Type Pokémon from the third generation of games. The Pokedex entry for Pokémon Ruby reads "All the Spinda that are available in the world are said to have unique spot patterns. The shaky, tottering steps of this Pokémon give it the look of dancing."
Moreover, all other Pokedex entries mention that there are no two Spindas alike, except for Pokémon Y, which reads, "The chances of two Spinda having similar spot patterns is less than one in four billion."
